New appointment:  Joel Hawthorn joins Steer as Associate Steer is pleased to welcome Joel Hawthorn as our newest Associate, joining our team in the Leeds office. With a strong background in urban highway design and active travel, Joel has worked with local authorities across the North of England, demonstrating his expertise in leading and managing design projects from concept to delivery. His commitment to providing world class infrastructure for active travel has been instrumental in improving safety and encouraging model shift.

With 11 years of consultancy experience, Joel has been involved in high profile schemes and is adept at feasibility studies, preliminary design, multi-disciplinary project management, traffic signal design and traffic modelling. He brings a holistic approach to design, balancing the complex needs of constrained urban areas with conflicting demands for highway space and capacity.

Joel's contributions span a range of high impact projects. He played a key role in the development of segregated cycle infrastructure in Leeds and Manchester through the Cycle Cities Ambition Grant funding. In addition, his efforts were instrumental in the successful implementation of COVID Emergency Active Travel Fund plans in Newcastle.

As an experienced auditor of active travel schemes, Joel has provided independent advice and assessment to ensure designs meet the latest standards for cycling and walking.

With Joel on board, we are confident that his expertise and commitment will continue to drive innovation and take our projects to new heights.
